Voting Rights Legal Roving Monitor, Alabama Election Protection

Background & Context

Alabama Election Protection's (AL EP) Legal Roving Monitor (LRM) program meets two essential voting rights needs in Alabama.

First, we must ensure dedicated legal response capacity to respond rapidly to urgent voting rights and election issues. Second, we must make significant progress in evaluating Alabama's polling locations for accessibility for voters with disabilities.

Immediate Problem

Legal volunteers in Election Protection field programs are essential when and where rapid response is required. However, these needs are variable, and most volunteers spend portions of their shift answering basic voter access questions. There is a huge opportunity to utilize that time to assess (and ultimately improve) the accessibility of Alabama's polling places for people with disabilities.

Work & Deliverables

Legal Roving Monitors (LRMs) will be assigned turf in Huntsville, Birmingham, Montgomery, or Mobile, AL.

LRMs must have smartphones and access to a private vehicle to travel around their assigned county.

During their shift, Legal Roving Monitors (LRMs) will visit assigned polling locations to identify and document voting access concerns and assess polling place accessibility for voters with disabilities. At each location, LRMs will complete both the Poll Monitor Checklist. Any issues identified should be reported to the 866-OUR-VOTE Election Protection Hotline and the LRM WhatsApp group for further guidance and escalation. LRMs may also be directed by the Alabama Election Protection Command Center to visit specific polling locations as needed.

If a voting-related issue arises that requires legal intervention or rapid response, the Alabama Election Protection Command Center may dispatch LRMs to the affected polling location. All response activities will be conducted under the guidance and supervision of Georgia Election Protection legal experts.
