Prepare Sentence Modification Motion Packets

Help Floridians restore their voting rights!

Posted May 20, 2026

Background & Context

The Florida Rights Restoration Coalition's (FRRC) Fines and Fees Program helps returning citizens determine how much they owe in fines and fees, navigate the process, and clear the path to being able to register to vote. In Florida, hundreds of thousands of people with past convictions are not allowed to vote solely because they don't have enough money to pay the fines and fees associated with their convictions. FRRC works to remove these financial barriers and restore democratic participation for all returning citizens.

Immediate Problem

Volunteers have helped FRRC research outstanding fine and fees for thousands of people. But these returning citizens cannot take the next step to restore their voting rights without more volunteers to prepare their modification motion packets and file them in court.

Work & Deliverables

To move through the case backlog efficiently, we are looking for volunteers, who can include law students, lawyers, or paralegals from any state, to be the bridge between completed research and court filings. Lawyers, law students, or paralegals will conduct quality assurance on completed research, complete the financial calculation exhibit, and build fully assembled modification motion packets for filing attorneys.

Lawyers on this project will *not* need to file these motions or appear in court, but they may need to respond to questions or clarifications from the Florida-barred attorneys who will represent returning citizens in court. By preparing these packets, volunteers will reduce the burden on Florida-licensed lawyers and allow them to take more cases to court -- increasing the number of eligible voters who regain their rights.

Volunteers will receive digital training on all parts of the process and will also have access to bi-weekly office hours and ongoing support from FRRC staff.

FRRC

FRRC is a grassroots, membership organization run by Returning Citizens (Formerly Convicted Persons), who are dedicated to ending the disenfranchisement and discrimination against people with convictions, and creating a more comprehensive and humane reentry system that will enhance successful reentry, reduce recidivism, and increase public safety. FRRC launched the Fines and Fees Program because we believe that returning citizens can play an essential role in strengthening our communities and increasing public safety. We believe people who are closest to the pain are also closest to the solution. Therefore, to foster the highest levels of civic engagement possible in Florida's returning citizen population, we are using our Fines and Fees Program to break down the barriers to voting presented by outstanding financial obligations.
