Background & Context
Our platform pays folks to search a list of low propensity Black voters for people they already know to recruit as "vote triplers". We use a "leaky" process of SMS verification matching reverse phone search lookup against commercial data to flag mismatch patterns. We'd like to verify with something more, such as ID. This would serve two functions -- 1) proof of contact / ID and 2) verification that ID is sufficient to vote. But we need to make sure this is legal / legit to store a photo of the ID and/or read barcode info?
