State Legislation Research

Ensuring that our 2021 Sexual Survivors' Bills of Rights are accurate and comprehensive

Rise uses model legislation to form the framework for legislation written in states across the country. Bill authors use our model bill as anything from a reference point to the basis for the language written in bills, to varying degrees. Bill authors also add and omit content based on their own ideas, preferences, and the political and social landscape of their states. As such, the final result of a drafted bill may look nothing like our model bill, but still accomplish the goals of the organization. In order to ensure this, we go through thorough review of drafted bills to ensure that they clearly, effectively, and completely establish all of the rights for which we advocate. This review entails checking the bill language against our model bill as well as checking the bill language against existing state law. We will need help with several 2021 bills but our immediate need is for our bills in Delaware, Massachusetts, and Texas.

Rise Up, Inc

Rise, a national nonprofit, was founded by Amanda Nguyen, a sexual assault survivor, in November 2014 to pen her own civil rights into existence along with the 25 million rape survivors in the United States. Rise started by passing the federal Sexual Assault Survivors' Bill of Rights unanimously through Congress and later signed into law by President Obama. Rise’s immediate goal is to scale up a social movement to pass their Sexual Assault Survivors' Bill of Rights - in all 50 states. Rise trains volunteers to pen their own rights into existence, giving them the tools and resources necessary to engage with state legislators with the ultimate goal of passing a bill in their home state.
