Project HALO: Be a Trusted Presence at the Polls

Your presence as an attorney helps voters feel safe and confident casting their ballot.

Posted September 25, 2026

Background & Context

Project HALO is a nonpartisan coalition, led by The Chamberlain Network, that brings trusted community members together (veterans, faith leaders, legal professionals and neighbors) to create a welcoming, celebratory presence around elections, so every voter feels safe, confident and supported.

In Spring 2026, Project HALO pilots in Ohio, Pennsylvania and Georgia drew about 500 volunteers. In Atlanta, veterans greeted voters at every early voting location in Fulton County and then threw a block party on the last day of early voting. In Pennsylvania, volunteers walked alongside voters, handed out food, and made a long day feel a little more like a celebration.

For the November 3 general election, Project HALO is expanding to Michigan, Pennsylvania, Ohio, Georgia and North Carolina.

Immediate Problem

The experience around elections can feel uncertain, confusing or tense. Project HALO is growing from three states to five in a matter of weeks, and each celebration site needs a mix of trusted community members to make voters feel welcome. We need attorneys in Michigan, Pennsylvania, Ohio, Georgia and North Carolina to sign up now so state leads can train them and assign them to sites before early voting begins.

Work & Deliverables

Attorney volunteers join a Project HALO celebration near a polling place during early voting or on Election Day, November 3. Legal professionals are one of Project HALO's core volunteer groups, because voters and poll workers alike recognize attorneys as trusted, nonpartisan members of the community.

On site, volunteers will:
- Greet voters and help them find where to go and what to bring
- Accompany voters who would like support on the way to the polls
- Document any concerns they observe so the Project HALO state lead can follow up
- Help create a welcoming, celebratory atmosphere for voters and poll workers

Volunteers stay outside legally restricted areas and do not advocate for any candidate, party or ballot measure. Project HALO provides training, a code of conduct and a nonpartisan pledge, and a state lead coordinates each site.

The Chamberlain Network / Project HALO

At The Chamberlain Network, we are building a future where veterans, as trusted messengers, unite communities, ensuring the principles of democracy are resilient against all threats and cherished by every citizen. The Chamberlain Network draws inspiration from Joshua Chamberlain, Civil War hero and steadfast protector of democracy after his military service, as a model for how veterans can continue serving their communities. Our efforts focus on helping veterans use their unique experiences and leadership to promote free and fair elections, strengthen healthy democratic institutions, and fostering a vibrant civic culture. The Chamberlain Network is the fiscal lead for Project HALO, an effort that brings trusted community members–veterans, faith leaders, legal professionals, and others–together to create a welcoming, celebratory, nonpartisan presence around elections—so every voter feels safe, confident, and supported.
