Background & Context
In 2026, Pennsylvania voters across the commonwealth will cast their ballots in pivotal midterm elections. Against the backdrop of high voter turnout, threats to our democracy, and voter suppression and intimidation, Election Protection will play a key role in ensuring every Pennsylvania voter is able to vote. To meet this moment, Election Protection is mobilizing hundreds of legal professionals across the country to assist voters at voting locations and resolve issues as they arise.
Work & Deliverables
Pennsylvania Election Protection Legal Monitors will be present in small teams at voting locations across Pennsylvania to answer questions voters may have and troubleshoot issues that arise on election day. Legal Monitors will be assigned to a designated county in Pennsylvania and are expected to provide coverage throughout their election day shift.
During their shift, Legal Monitors (LMs) will visit assigned polling locations to identify and document voting access concerns and assess polling place accessibility for voters with disabilities. At each location, LMs will complete both a legal monitor checklist and accessibility survey. Any issues identified will be reported to the 866-OUR-VOTE Election Protection Hotline. LMs may also be directed by the Pennsylvania Election Protection Command Center to visit specific polling locations as needed.
If a voting-related issue arises that requires legal intervention or rapid response, the Pennsylvania Election Protection Command Center may dispatch LMs to the affected polling location. All response activities will be conducted under the guidance and supervision of Pennsylvania Election Protection and voting rights legal experts.
