HOA vs Mobile Health Clinic parking permission

Allows our nonprofit to park Mobile Health Clinic in our driveway for accessibility & safety.

Posted April 20, 2023

Background & Context

Our organization delivers chiropractic services to our essential community members when they need it most. We are in the process of converting a shuttle bus into a Mobile Health Clinic (MHC) in which we will be able to deliver more services to a larger number of community members than ever before. This will allow us to deliver care in the neglected and low-income regions of our community by simply providing these individuals the space to receive care they need but do not necessarily have the access to receive or the space in their homes to be treated within. Allowing our MHC to be on property will increase the amount of individuals we can deliver care to by simple ease-of-access, instead of driving to a separate parking lot, preparing the MHC to warm up, driving from that lot to the area care will be received, and then driving back to the parking lot to leave the MHC until the next day. Time management and ease of access are the two key pillars of providing care out of a MHC, however, the barrier of having to park this clinic off-site because the HOA considers the vehicle to be a "commercial" vehicle is simply not acceptable.

Immediate Problem

The immediate problem we need to solve is to present information to the HOA to allow us to park our MHC in our driveway to allow for ease of access to the vehicle, as well as time management which will allow us to provide care to more community members than parking this vehicle off-site. There is also the security factor in which parking this shuttle in a lot somewhere could pose potential safety issues for lack of security to monitor break-ins or vandalism. By allowing us to park our clinic right in our driveway, we will be able to monitor these circumstances very closely.

Work & Deliverables

We are asking for a Lawyer to review the HOA Bylaws in our neighborhood to determine if it at all will be a possibility for us to park our Mobile Health Clinic in our driveway permanently. This will allow for ease of access to the clinic, assist in time management to deliver care, and will be safe on our property instead of parking in a parking lot that does not offer the above.

Project Plan

Preparation Phase

  • Documents of HOA Bylaws will be sent to volunteer for review

Collaboration Phase

  • Review and prepare documents to be sent to the HOA to allow parking on premise of MHC

Wrap Up

  • Meet with members of the HOA to decide if parking MHC on premise will be granted

Essential Project

Our mission is to deliver chiropractic services by means of mobile care to our essential community members of Eagle County, Colorado. While we do not accept health insurance, we operate on a pay-what-you-want model, allowing individuals to pay what they can for the care that they need.
