Background & Context
Asian Women's Shelter provides support services to some of the most vulnerable populations who are survivors of domestic violence and other forms of gender based violence. We serve the people who are unable to access mainstream services whether due to language barriers, their gender identity or sexual orientation, or any other factor or characteristic. We specialize in supporting Arab and Asian survivors of domestic violence who are also part of the immigrant, refugee, limited-English proficient, and LGBTQ+ communities. The termination of this OVC grant leaves us with almost no funding for our Arab Women's Services Program. We are the only domestic violence shelter with an Arab specific program and provide one of the only Arabic language helplines in the whole country. Without these services, people will stay in dangerous relationships, may end up on the streets, or may end up dead. Our support is crucial.
Immediate Problem
Our OVC grant award was terminated and we are not able to invoice for the Jan-Mar quarter for services we have already provided. Our understanding of the award contract and of the termination letter is that we should be compensated for all work that we have done up until the date of termination. We also want to figure out if there is a way to appeal the decision and have the grant reinstated.
Work & Deliverables
Review OVC Termination Letter and understand CFR 200 and the appeal process for non-profits appealing a federal grant termination. Provide legal advice on how to proceed. Help us get paid for services provided before the termination of the grant.

Asian Women's Shelter
Asian Women's Shelter was founded in 1988 to help the most vulnerable survivors of domestic violence and human trafficking gain access to the support services they deserve. Although we serve all survivors, we have the cultural and language expertise to address the needs of Asian and Arab immigrant, refugee, limited-English proficient, and LGBTQ+ survivors of gender-based violence. Our services include an emergency shelter, multilingual crisis line, transitional housing, comprehensive case management, anti-trafficking programming, and community specific programs including Arab Women's Services and Queer Asian and Transgender Support services. We also provide primary, secondary, and tertiary prevention programming. Our mission is to eliminate domestic violence by promoting the social, political, and economic self-determination of women and all survivors of violence and oppression. All of our services are culturally-specific, available in more than 40 languages, survivor-centered, and trauma-informed.
