Legal advice on arbitration requirements or can I bypass and file small claims

Background & Context
A contract for videography services at the nonprofit's 10-year anniversary gala was defaulted on. The product delivered was not what was contracted for. The fee to produce the video was paid and the contract was no followed. A refund request was made and it was denied. There were several items defaulted on to include timing for delivery, product was not what was agreed upon and no response to request for arbitration, etc.
Immediate Problem
Advise on whether the nonprofit can file a small claims case instead of arbitration since the award sought is $1,000, which is less than the filing fee for arbitration.
